UAE Work Visas, Immigration & Labour Law

Golden visa categories the ICP publishes, and what each one is for

The UAE Golden visa is a long-term residence permit issued by the UAE based on qualifying categories like business, investment, or employment. Therefore, you cannot purchase a Golden Visa for a fixed fee; instead, you must prove your eligibility through documents that demonstrate your investment, entrepreneurial venture, professional specialization, or another recognised basis of support. Based on your documentation, you will have to decide whether to process an application through the Federal ICP system or through the services of Dubai. In addition, official sources currently disagree as to the allowable duration of each category.

This discrepancy may affect your plans to purchase real estate, apply for an application while working, or even transition from another type of residence permit. This guide provides a comparison of the published categories, highlights areas of divergence between the official descriptions, and provides links to the service with confirmed process information for each eligible status. It is intended to be used as a reference; however, it does not constitute legal advice, nor will eligibility confirmation constitute approval for a Golden Visa. To gain a complete understanding of the benefits and limitations associated with a Golden Visa, read the section regarding what the Golden Visa will and will not allow.

What the Golden visa actually is: long-term residence without a sponsor, granted by category

The Golden Residence scheme for UAE citizens allows eligible applicants and their families to reside in the UAE long term without the need for a sponsor. According to the ICP Golden Residency Guide (updated September 2026), the key difference between a residency permit under the Golden Residency program and a normal residency permit is the lack of both sponsor and all other requirements; just because you own a business, have a senior position or purchased property, does not necessarily indicate which category of the Golden Residence program applies to your application. The Golden Residence permit is a residence permit that does not grant citizenship status.

This information provides a helpful level of distinction to anyone currently residing in the UAE under an employer- or family-sponsored residency permit. The holder of a Golden Residence is permitted to change who sponsors their residence, but this does not mean their employment arrangements will be permitted for any specific job. The Golden Residence category and issuing service will determine the duration of permit validity and the associated documents and costs.

Golden visa categories, durations and requirements as the ICP publishes them (table dated 28 July 2026)

The table below is an abbreviated version of the UAE Government Golden Visa’s headline category groups and their respective duration, and it shows that the ICP is the source for it and that the last update to this information was on 28 July 2026. The information presented in the table is condensed; as such the table is not a complete checklist for a complete application. The table was verified in September 2026.

Published category Duration in the 28 July 2026 table Headline basis shown there
Investors: public investments; real estate 10 years; 5 years, respectively Qualifying capital, property or investment-related evidence
Entrepreneurs 5 years An innovative or technical project and supporting value or authority evidence
Exceptional talent or rare specialisations 10 years Subcategory-specific achievement, qualifications or recommendations
Outstanding students 5 years for high-school achievers; 10 years for top university students Excellence certificates and recommendations
Humanitarian pioneers and frontline heroes 10 years Evidence of qualifying contribution, recognition or service

Do not view the duration column in the table as the current commitment that your file will receive; the ICP’s more detailed guide, verified in September 2026, states 10 years for the real estate investor, entrepreneurial, or top student categories, while the dated Government Portal table shows these categories at 5 years each. The UAE Government’s investment, entrepreneurial, and top student service descriptions further indicate a duration of 10 years. This is a discrepancy between the two sources and not just an inaccurate summary provided by agents. Identify a potential category in the table, and confirm the duration on the issuing service for your application before you choose to apply.

A useful first pass to identify your file’s category is to consider the documents that are independently verifiable: property/investment documentation, proof of authority/project completion, employment contracts, and/or higher-level qualifications; or proof of your education or public contribution. If the documents support a different row of the table, then similar job titles or residence products will not allow for interchanging the rows.

Investor routes: public investments and real estate, and what each one is for

An investor fork is determining where you are investing your money rather than how much money you are investing. The ICP has a guide published by the Federal Government that lists the various forms of capital when investing in a Qualifying Public Investment Vehicle (QVIV) arrangement through a specified AED 2,000,000 as a Capital Deposit and includes Company Capital and Ownership Shares, and outlines Tax Contributions associated with one’s Capital Investments; the Property Investment Route provides several properties that must equal or exceed AED 2,000,000 and be financed by an approved Local Bank or Purchase from an approved Local Company. This is a Federal Government of the UAE listing of the ICP Guidelines and does not provide evidence that a specific Bank, Property, or Purchase Contract is a Qualifying Investment.

The Dubai Land Department (DLD) Golden Visa Investor Service provides practical documentation on all aspects of the application process, specifically the length of service (10 Years), ownership requirements (minimum of AED 2,000,000), where applicants may use financed property to qualify and request a no-objection letter from their Mortgager outlining how much was paid and the outstanding balance before applying. Do not compare your Deed and Financing documents to those of the DLD because just because a Property is Mortgaged does not mean that it is automatically eligible to be considered a Qualified Investment or that it is automatically excluded.

A naming trap also exists because the Dubai Land Department publishes two distinct services for property investors. The two-year investor residence service available in September 2026 (which is linked to property ownership) is not to be confused with the ten-year Golden Visa investor residence service. Thus, an “investor visa” promised by a property seller does not specify which residence permit—or which conditions—the buyer is considering.

Entrepreneur route: who the project-based Golden visa is for

The entrepreneur route criteria give you sector category qualifications for projects. They are defined by the Ministry of Economy and Tourism, September 2026, as either a UAE small or medium business sector project with annualised revenue for that business of at least AED 1 million; with approved incubator or authority endorsement of project’s suitability; or by having sold prior entrepreneurial projects that exceed AED 7 million in value and were qualified through approved processes. The above pathways underlines above established separate ways of meeting the qualification, but not established numerical amounts for every entrepreneur to fulfil at the same time.

The documentation requirements will depend on the services. The ICP entrepreneur entry-visa service card requires submission of an authority letter verifying the innovative or forward-looking aspect of the project and an auditor’s confirmation letter affirming the value of the project for the duration of the business. The ICP submission requirements may not be directly compared with the revenue requirements defined by the Ministry; the two pages should not be construed as representative of a universal checklist. While the ICP entrepreneur guide and Dubai’s entrepreneur residence service up until now have referred to 10 years‘ establishment, the government-portal information indicates a 5-year duration.

Thus, there is a common discrepancy of period, that a founder can be most beneficial than a generic statement of “startup owners are qualified”. The founder must identify if the evidence sought is from revenue production, authority endorsement for a proposed business venture or prior sold product; and, obtain confirmation of the service and document(s), prior to acquiescing to any given period proposed by either the Ministry or the Dubai entrepreneur residence service.

Exceptional talent and specialists: the endorsement-led route, including the salary question

This group includes two types of applicants that can be easily confused. The first type is Recognition-led applicants—such as people with exceptional achievements in science, culture or sport—who may require a letter of recommendation from a person of authority in their respective fields. The second category is employed professionals who are classified within the ICP as Specialised Professionals. This type of applicant has a pathway to acquire an ICP certificate that is linked to their level of employment, holds a valid work visa in the U.A.E., and possesses both a valid contract and qualification to practise in the U.A.E. An applicant cannot rely on being labelled “talented” while working in order to validate their application for federated ICP classification.

The ICP public guide for the category of specialised professionals states the monthly salary amount to qualify as AED 30,000. As of September 2026, there are no clarifications in the ICP guide whether the AED 30,000 refers to a basic salary or whether it refers to an overall package, which includes allowances. The omission of clarification in the ICP guide means that the omission does not provide the basis for assuming the more favourable view of the amount referred to as basic. An analysis conducted by Fragomen describes a basic-salary test, details an analysis for the basic salary requirement to qualify as a specialised professional within the ICP. Although it provides context for understanding how the employment and salary requirements for a specialised professional will be assessed within the ICP guidelines, it does not alter the language of the ICP public guide and does not guarantee how an application will be evaluated within the federal or Dubai ICP systems.

Uncertainty has a significant impact on the applicant’s costs in the real world. According to a report by an applicant who was granted a job in Dubai but had their application rejected due to the salary component not being sufficient enough compared to the package submitted, in a firsthand account of a rejected application. The applicant’s report is for a specific case, not a rule for all applications. An applicant for a position dated September 2026 needs to use the minimum salary for all components of the contract, as established by the authority that provides residence, and also contact that same authority to determine which component(s) of the total presented cost will be used to assess the charges on the application prior to remitting payment. An applicant should also not assume that any of the items required for the application process (i.e., offer letter for employment, copies of diplomas or degrees, letters of recommendation) are a substitute for any of the items required in the application or other items listed above.

Students, humanitarian pioneers and frontline heroes: recognition-based routes

Evidence of achievement or contribution is required for these pathways. Investment balances or ordinary job offers will not be accepted. The ICP’s federal guide, last updated September 2026, distinguishes among the highest-achieving secondary-school and university graduates based on educational credentials as well as the location and date the qualification was granted. The humanitarian pathways specify what kinds of eligibility are determined by service to qualifying organisations, awards, volunteer efforts, and/or financial support. Additionally, it lists frontline professionals as a separate group of applicants. An applicant cannot make a general claim of having attended school, volunteered, or worked in a frontline position and automatically meet all the relevant requirements.

The conflict between how long an applicant has been out of school is especially obvious in the case of secondary-school graduates. The government portal, as of 28 July 2026, shows 5 years of eligibility for those who completed secondary school with top ratings; however, ICP has published a detailed guide that states that top-rated secondary-school graduates are eligible for a 10-year period. The GDRFA Dubai’s top-student service page that shows the top student program has also listed 10 years‘ worth of eligibility as a requirement. All three sources were checked in September 2026. GDRFA’s extension for some permits is also worth verifying with GDRFA if an applicant wishes to apply for an individual renewal, rather than assuming that it is an automatic extension for everyone.

A student’s account of obtaining a Dubai permit with regards to receiving a permit to Dubai highlights why this distinction is important: the student states that they received 10 years, while others queried the validity of the 5-year statement they had read about. The similarity of this situation does not validate another person’s eligibility, but it does reinforce the need to match the programme and issuing body to the current official definition.

What Golden residence gives you once it is issued

According to ICP’s guide for federal Golden Residence and reviewed September 2026, a Golden Residence does not require a sponsor. Golden Residence allows family members who qualify to also be part of the Golden Residence and provides more flexibility in spending time outside the UAE than the six-month absence rule that applies to most residents of the UAE. Golden Residence allows applicants residing outside of the country to enter the UAE and complete the eligibility process for residency from within the country, and enables “family included” in Golden Residence to fulfil any eligibility requirements before being issued with a residence permit; “family included” does not automatically mean issuing all family members of a family group with a residence permit at the time of applying.

Residence and gaining permission to work in a particular job in the UAE are separate issues. Applying for a work permit for employment within the private sector of the UAE requires a separate Federal Work Permit Application. The current guidance on the issuance of work permits to hold a golden residence is available in the UAE Government’s Federal Private Sector Work Permit Guide, revised August 2026 and reviewed September 2026. In this guide, the Federal Private Sector Work Permit for Golden Residence holders is specifically outlined for establishments employing Golden Residence holders in the UAE. An employer can discuss independent residence for an applicant without that applicant needing to submit a copy of their residence document to the employer to establish their eligibility for work in the UAE. An applicant’s work permit and employment contract must be issued separately from their golden residence.

How much a Golden visa costs — and why there is no single price

An article-wide price for the UAE Golden visa cannot be reliably stated and depends on various factors: The service to pay for is determined by the federal ICP or if applying through the Dubai Channel, how long the applicant has already been in the UAE and what type of visa; if the applicant has other services such as residence, identity and/or medical, or has family members applying. There will also be a cost involved where an intermediary is providing a quote which will usually include their own charge.

(Checked September 2026) On the official service pages, many services define their components and how they operate; quoting the total price from one service page would remove the differences between services. For a property application in Dubai, the Dubai Land Department has an Investor service schedule that lists out the parameters and criteria for that service. For all other channels apply through the relevant issuing authority by reviewing their current Service Card. Before paying, compare the quoted price for the given service with the principal applicant fee, as well as for any family or other applications; this is a method of understanding a quote, not an indication of what individual application costs will be. The live schedule indicates the time period for when to apply.

How to check your category and apply through ICP or GDRFA Dubai

The best path is category first, service last. For Federal Route, refer to the ICP Golden Residency Eligibility Page for how their Eligibility Check & Nomination work. For any Dubai-issued files, use their respective GDRFA Dubai Golden Residency services; be sure to compare GDRFA Dubai’s offerings with Dubai Land Department’s offerings for Property Investors. The Official Processes were verified September 2026. An Entry Nomination or preliminary confirmation of eligibility cannot be treated as an Issued Residency Permit.

If outside the UAE, verify with the authority who manages your file how to obtain an Entry Nomination based on your Category and do not attempt to replicate (copy) the sequence of steps taken by someone who was granted residency based on a change in status. If you currently hold residency in the UAE, it is important that you also confirm how the Issuing Authority will address that existing file before you submit for Cancellation. There are very different sequences reported by successful applicants based on their experiences, and no anecdotal accounts nor generic checklists can help determine when it is safe to Change Your Status. An individual or organisation that sponsors your current residency also needs to be considered in the process of changing your status through the Official Channels.

Retain your Application Reference Number (ARN) with the authority which issued your application. The Government of the UAE provides visa tracking guidance; in July 2026 this was updated, and in September 2026 this was verified, with applications for Dubai directed to GDRFA Dubai and those for Abu Dhabi, Sharjah, Ajman, Umm al-Quwain, Ras al-Khaimah, and Fujairah directed to ICP. Always check the most recent Service Cards for the Documents and Steps required based on your current Category. Avoid uploading an Agent’s Generic List of Documents.

Where agent and aggregator pages disagree with the official portal

A crucial part of conducting an audit is to understand what is being assessed by using both government-issued information and agent-published information about timeframes. Some instances will have multiple options listed that agree on some but not all. The way an agent chooses to publish their information will not demonstrate the complete picture about the differences between official and agent publications but will only indicate what to verify and not the results of that verification for every publisher of an identical claim.

Claim to test What the opened official sources show Better question for your file
“Every Golden visa lasts ten years.” The dated UAE government category table includes five-year entries; ICP’s detailed guide describes ten years for some of those same groups. Which issuing service and category will decide my duration?
“Dubai property ownership gets an investor visa, so it is a Golden visa.” Dubai Land Department has separate two-year investor-residence and ten-year Golden Visa investor services. Which service name appears on the application?
“AED 30,000 in total pay settles specialist eligibility.” ICP’s public specialised-professional wording says “monthly salary” without defining its components; practitioner analysis describes a basic-salary test. Which salary component will my issuing authority assess under this route?
“There is one government price for the Golden visa.” Official service schedules identify charges for particular services, rather than one article-wide price. Which itemised official schedule does this quote use, and what is an intermediary charge?

The comparison of both an official general page and the publication of an agent needs to reflect their potential discrepancies and not just take one page over another without the necessary follow-up. The potential discrepancies need to be ascertained and recorded in a manner that clearly identifies them by type/category and the necessary follow-up to obtain the correct response from the authority charged with issuing the publication. A third-party response may not resolve a conflict just by deciding which official publication to use.

What to Check First

Identify all evidence of a Category you have and find a matching ICP or Dubai Service that will issue Residence. Before you purchase an application, request to modify a current visa, or pay an application fee, ensure that you have reviewed all current duration and evidence required by that service, along with its fee schedule; specifically, check that the official general table listed on the service website agrees with the information listed on the service page. If you are unable to find a definite answer for a question regarding a service in your Dubai file question via the service page, you may contact the GDRFA Dubai Contact Centre to clarify the service being provided there.

Frequently Asked Questions

Can someone applying from outside the UAE use the same steps as an existing resident?

This is not the case. For federal Golden Residence, ICP’s guide outlines that there will be multiple entries for those eligible to apply for Golden Residence outside of the UAE and to complete their residence process. If you are an existing resident, you will have the additional question regarding how to proceed with regards to your current residence file. No matter what you read, as of September 2026, the descriptions referenced above do not define a single cancellation or entry sequence for every category and issuing authority. Please check with the authority responsible for processing your file before you change your status.

Does a ten-year student Golden Residence automatically renew for another ten years?

Don’t make the following assumptions. As noted in September 2026, the generic federal ICP material illustrates the renewal process for Golden Residence; however, GDRFA Dubai’s service for top students provides wording that leads to confusion regarding how to extend under the same conditions. The question is not if another student previously received a ten-year initial permit, but rather what the issuing authority requires at renewal for that student type.
